The nightmare is finally over. Keep trying! It took me a week of farming Steel and Flame but it finally dropped eventually. Those were the only two I was missing, but had to bite to bullet and decided to do the duels instead after 2 weeks of grinding them. I promise they do! Titan-EX is really the hardest of the 3 EX primals but Ifrit is the last one to unlock, so I'm guessing if there are differences in the drop rate, the rate would increase more for later primals in the chain.
